HM Revenue & Customs (HMRC) is planning to relocate one of its main offices to Three New Bailey and will occupied 57,000 sq ft at New Bailey site in Salford on a 25-year lease. 

Three New Bailey is part of a £650m regeneration of the Salford central area and covers the equivalent of twenty-one football pitches, including a 12,500m2, 7-storey new build office located on the banks of the River Irwell.

We have previously provided multi-disciplinary engineering services at the No.1 New Bailey and has since been appointed to provide Structural engineering, acoustic and security consultancy for the No.3 workplace development project.

Planning consent for the development, funded by Legal & General, marks a key milestone in the New Bailey development, where a 143 bed Premier Inn and a 615-space multi-storey car park are already progressing on site.

Three New Bailey will be immediately next to Salford Central station and will front a large new area of public realm. The seven-storey scheme is due to start on site in early 2019, with completion due in early 2021.

The English Cities Fund’s first office scheme, One New Bailey, where Cundall has provided engineering services has been completed and home to businesses including Freshfields Bruckhaus Deringer and WHIreland, whilst Two New Bailey Square is due for completion by the end of 2019.

Structural engineering
Historically, the site was occupied by ‘New Bailey Prison’. Due to the historic importance of the site an archaeological excavation is currently being undertaken to record the existing foundation structure which is still partially in existence below ground level.

Due to the high column loads and relatively poor ground conditions at shallow depth, the most appropriate foundation solution for this site was to adopt an end bearing piled foundation bases beneath superstructure elements such as columns, lifts and stair cores.

The building’s superstructure is an in-situ reinforced concrete core with a structural steelwork frame that supports the upper floors and roof, together with any supported parts of the building envelope.
The structural grid is a component of the ‘planning grid’, which is a module of 1.50m, stipulated in the GPU Design Guide and BCO Design Guide. All main structural beams are set out to this planning grid which will enable a modular approach to the building components, providing alignment of joints and frameworks (e.g. internal partitioning options to co-ordinate with window mullions, ceiling grids and light fittings).

The suspended upper floors are constructed from a composite concrete metal deck slab with a trapezoidal profile. Beams contain castellation’s typically of 450mm diameter and 750mm spacing’s to allow for primary MEP services distribution within the ceiling zone to be coordinated within the structural zone.

The Façade is to be formed from masonry panels which are affixed to pre-cast reinforced panels to the rear. The masonry façade weaves in and out by using a variable thickness of reinforced concrete/brick on each panel.

The south-east corner of the building features a 6m x 6m column free zone at ground and first floor level, which is supported via a cantilevered Vierendeel truss.

The scheme also includes the redevelopment of the existing arches beneath the railway line to the north of the development. These will be converted into a combination of secure vehicle parking and public realm spaces.

Added value:
At RIBA Stage 2, Cundall has completed a comprehensive review of economic floor to floor heights and structural zones against the clear span requirements of the development to ensure the most economic structural framing solution for the building.

We were appointed as the security consultancy for the project and delivered a site wide security strategy and RIBA stage 3 design including;

Sitewide security: Vehicle access, Hostile Vehicle Mitigation (HVM), security fencing, security lighting and natural surveillance, and security control room

Building security: Blast resistance to glazing, external security rated doors, pedestrian speed gates, lift security interface and electronic security (encompassing video surveillance, access control, intruder alarm and intercom)

The key challenge on the project was providing the tenant with comfort that appropriate security provisions were made given the increased crime and terrorism threat profile of their business.
